In the case of municipalities associated with large urban areas, it is essential to consider the complexity of the socio-professional characterisation of the county and the multiplication of external stimuli that need to be handled in an ever-changing world.
In addition to these factors, the historical-cultural specificity of the county must be taken into account, as our present scenario is the result of historical circumstances which, inextricably linked to the evolution of the national context that makes them understandable, must be known and studied for a better understanding of the current reality.
The cultural activity of the Câmara Municipal de Cascais (Municipal Council of Cascais) is developed according to five strategic guidelines:

 Heritage: study, preservation and formulation and implementation of usage projects; strategic interdisciplinary projects embodied in Detailed Plans and in the definition of cultural boundaries.
 Management of the Cultural Facilities Network (Museums, Libraries, Auditoriums and Centro Cultural de Cascais (Cultural Centre)).
 Support to associations and consolidation of the cultural fabric of the county.
 Local initiatives and cultural projects developed at local level, but directed towards national or international scope and of great prestige.
 Strong focus on a diverse publishing editorial sector that meets the needs of all types of public.
