Cascais appeals to the  voter registration of expatriates residing in the municipality | We want to bring expatriate communities closer to civic life.

According to current legislation, the legal status of 'foreign resident' allows citizens of various nationalities to actively join  the life of the community, to participate in the political process, and even to run for office. 

As such, in order to reinforce the sense of community, and with the motto 'there are no strangers in Cascais', the municipality encourages voter registration of expatriates residing in the municipality, some of whom have been living here for over 20 years. 

The process is simple: all foreign citizens are invited to register at the Junta de Freguesia (view contacts) in their area of residence. They must have their status legalised with SEF- Serviço de Estrangeiros e Fronteiras.

For EU nationals right to participation is immediate. 

Citizens from Cape Verde and Brazil must have legal residence in Portugal for 2 years or more. 

Citizens from UK, Ireland, Norway, Iceland, Urugay, Venezuela, Chile, Argentina, Colombia, Peru and New Zealand must have legal residence in Portugal for 3 years or more. 

There are more than 120 nationalities represented in the residents of Cascais - this campaign aims to enable a reinforcement of their active citizenry, making electoral rolls reflective of residents realities, and stimulating all to contribute with their ideas to  a better community life. 

20,347 citizens residing in the municipality can register

According to data from the SEF - Foreigners and Borders Service, updated in June 2020, there are 20,347 citizens of nationalities registered in Cascais who can register with the Parish Councils and enter the electoral roll.

Of these, the largest share (9,364) belong to Member States of the European Union. Therefore, to acquire these rights to participate in the community life, they only need to register with the parish councils (JUnta de Freguesia) in their area of residence.

The most represented countries are Italy (with 1867 citizens), France, Romania, Spain (with around 1200 citizens each), Germany (974) and Sweden (799).

The second largest group is that of citizens from Brazil (9,260) who, as with 1,058 citizens from Cape Verde, will have to prove at least two years of legal resident status in order to register.

Subject to a minimum period of three years with legal resident status, there are 395 citizens from most countries, such as Venezuela (124), Norway (85), Colombia (73) or Argentina (51), Chile (26), Peru (24) and Uruguay (12).
